Development Strategies

1. STRATEGIC OBJECTIVES

1.1. General objective

The university endeavors to become a research university equal to advanced research universities in the region of Southeast Asia with several majors and fields of the advanced level in Asia to contribute to the socio-economic growth of the nation.

1.2. Specific objectives

1.2.1. Training well-qualified human resources and nurturing talents for the socio-economic growth and international integration of the nation

- The scale of each educational level should be in accordance with the criteria of a research university, especially the criteria about the scale of Master and Doctor training. The scale of basic science and applied science majors should be balanced.

- The quality of talented, honor, advanced, internationally standard programs will be prioritized and simultaneously the university will pioneer to pilot some experimental training programs which are multi-disciplinary and of high applicability in Vietnam.

- The quality of training curricula will be accredited nationally and internationally. Graduates are expected to be able to join the workforce or continue their study and research anywhere in the context of globalization.

1.2.2. Conducting scientific research and knowledge transfer serving the industrialization and modernization of the nation

- Basic science majors will be developed to the advanced regional and international level.

- Natural sciences and inter-discipline science will be associated with an application-oriented approach. Meaningful research transfer, patents and solutions will be promoted to address several critical national issues immediately and in the long term.

1.2.3. Improving the status and prestige of the University of Science

- The organizational structure and development criteria of the University of Science will be made suitable for the requirements of international integration and university ranking.

- The talented, honor, advanced and international-standard training programs of University of Science will reach the regional and national level. The diplomas and credits will be recognized by many universities worldwide. Student and lecturer exchange with universities in the world will be well implemented. More international lecturers and students will be attracted to work and study at the university.

- Several advanced foreign curricula will be transferred and taught at University of Science.

The basic criteria of the Development Strategy are presented in the Appendix.

 

2. MAJOR MISSIONS

2.1. Training

2.1.1. Implementing and developing the curricula of Strategic programs, particularly focusing on the quality of talented programs of Bachelors of Science; developing several disciplines and majors of international level as well as interdisciplinary programs of high applicability and social demands.

2.1.2. Developing synchronously solutions to output quality assurance and enhancement to fulfill the demands of domestic and international labor markets.

2.1.3. Promoting international cooperation in postgraduate training via developing programs in affiliation with universities in the world. Developing a mechanism to attract distinguished foreign professors to teach, supervise Master theses and Doctor dissertations and join cooperative research projects for postgraduate training quality improvement.

2.1.4. Enhancing the status of the High School for Gifted Students, University of Science to make it an “incubator” nurturing talents for the nation, constructing its distinct identity via the connection with other academic units in the University.

2.2. Science and technology

2.2.1. Enhancing basic research quality and forming intensive research directions, scientific research schools for training quality improvement and better contribution to the development of science and technology of the nation to deserve its status as the leading university of Vietnam in terms of basic science training.

2.2.2. Developing interdisciplinary fields: computational science, materials science,

renewable energy, life science, biotechnology, environmental science-technology, applied analytical science, climate change science, marine science and technology. Focusing on seeking solutions to promoting green growth, marine economy development, climate change-related risk prevention and mitigation and active warning of and response to calamities.

2.2.3. Integrating research into training, particularly postgraduate training, combining basic research and application deployment to actively contribute to solving practical issues, especially in the fields that are the strong points of the university.

2.2.4. Developing the organization model of application research units effectively and sustainably in accordance with the current strengths of the university. Building and upgrading several current labs to key labs of the Vietnam National University Hanoi and nation towards becoming research centers of excellence (COE) which can propose and implement major interdisciplinary and international cooperative research missions effectively.

2.3. International integration

2.3.1. Promoting international integration, especially as for Strategic Programs and Pilot programs.

2.3.2. Enhancing the internationalization of activities related to research and technology in association with developing major research groups, labs and research centers in cooperation with foreign partners to increase the research and technological potential of University of Science.

2.3.3. Seeking sources of scholarship for foreign students studying and doing research at University of Science. Developing a mechanism for Professors and scientists from foreign universities and research institutes to teach and research at University of Science.

 

3. BASIC SOLUTIONS

3.1. Higher education administration innovation

3.1.1. Completing managerial documents and the administrative mechanism to ensure the enhancement of the autonomy, creativity and social responsibility of units and individuals in University of Science; evaluating the effectiveness of training, scientific and technological activities and investment based on the output quality; enhancing inspection; promoting and effectively implementing internal monitoring in different areas in the units of the university.

3.1.2. Developing a working environment of friendliness, democracy, equality, consensus, convenience, creativity and academic freedom; developing a quality culture and a workplace culture in the university.

3.1.3. Implementing higher education administration based on output quantity and quality and an interdisciplinary system; developing a set of indicators to evaluate the level of mission completion and core indicators for a research university.

3.1.4. Reforming and modernizing administrative procedures and effectively applying information technology to every activity, boosting image promotion and branding.

3.2. Organizational structure completion and quality scientific staff development

3.2.1. Developing and operating a model of a research university; training and employing the staff applying the human resources administration method of advanced research universities; implementing investment policies in accordance with the potential of the staff and the priority of missions.

3.2.2. Implementing a Project of developing a highly-qualified staff categorized by mission, working area, competence and academic title in accordance with the criteria of a research university in terms of scale, structure and level.

3.2.3. Concentrating resources to develop major research groups, several of which will reach the international level, associated with constructing advanced research Institutes/Centers/Labs.

3.2.4. Implementing policies to attract, encourage and award distinguished scientists and to attract foreign scientists to come to teach, research and lead research groups.

3.2.5. Regularly training the staff, officers and employees depending on their academic title and human resources planning; enhancing professionalism and responsibility at work.

3.2.6. Developing scientific forums to enhance critical thinking, scientific consultation, connection among units; encouraging and enhancing the participation of domestic and international eminent scientists in the training and research programs of the university.

3.3. Enhancement of conditions for training quality assurance

3.3.1. Applying appropriate and synchronous solutions to enhance the enrollment quality of academic levels, focusing on the enrollment of students from high school for gifted students.

3.3.2. Adjusting the curriculum to meet the human resources demand of the nation and to reach the level of advanced universities in the world.

3.3.4. Innovating teaching and learning methods; combining knowledge equipment with the enhancement of creativity, teamworking and leadership for students; enhancing self-study skills and soft skills for them.

3.3.5. Investing in the facilities of labs serving training and research towards reaching the international standard; promoting textbook and lecture compilation.

3.3.6. Actively implementing talented, honor and advanced programs as well as the strategic programs of VNU Hanoi.

3.3.7. Annually testing curricula based on the standards of VNU Hanoi and the international standards.

3.3.8. Promoting international integration and enhancing cooperative programs to exchange lecturers and students with strategic international partners.

3.4. Facilities modernization

3.4.1. Promoting the progress of the project of constructing University of Science in Hoa Lac; actively seeking partners and mobilizing funding for the new facilities of the university in Hoa Lac.

3.4.2. Improving and upgrading the available facilities appropriately and effectively to meet the demand of training and research when the university has not moved to the new location in Hoa Lac yet.

3.4.3. Developing and implementing effectively intensive investment projects together with investment in the upgrading and new construction of research centers,

institutes and labs for major research groups and scientific and technological products to enhance research and training in accordance with the objectives and the plan of training and science and technology development.

3.4.4. Developing materials to meet the demand of an advanced research university; planning and developing a system of modern libraries.

3.4.5. Investing in the upgrading of the information technology infrastructure for better management and administration as well as training, research and knowledge transfer.

3.5. Financial resources expansion

3.5.1. Developing honor, advanced, talented, international-standard programs, programs belonging to Projects 911, 165, 599 and international cooperative programs to increase the income drawn from training.

3.5.2. Leading or joining major scientific and technological programs and projects to attract investment from the State and international organizations and simultaneously promoting the access to the funding of major enterprises and economic corporations to achieve more funding for scientific and technological research, enhance investment effectiveness and commercialize scientific and technological products.

3.5.3. Developing units (Companies and Centers) and services to generate more administrative income.

3.5.4. Promoting the mobilization of funding from sponsors including the Alumni Association of the university.

3.6. Cooperation enhancement

3.6.1.Developing a working environment, a mechanism, a procedure and polices suitable for cooperation with domestic and foreign partners on the principle of mutual benefits.

3.6.2. Forming a system of domestic and foreign strategic partners; implementing cooperation via the research and training programs with major research groups.

3.6.3. Developing the cooperative model of University – Institute – Enterprise – Locality to encourage scientific experts, managers, entrepreneurs to teach and conduct research.

3.6.4. Enhancing training, research, cooperation and knowledge transfer with partners, especially domestic and foreign economic corporations, localities, universities and research institutes.

 

4. IMPLEMENTATION

VNU University of Science: Developing and implementing five-year plans and annual plans.

Units directly under VNU University of Science: Disseminating intensively and extensively the Strategy to all departments in the units and all the staff, officers, employees, university students, high school students, Master students, Doctor students and simultaneously introducing it to all relevant domestic and foreign organs and organizations.

Developing and implementing the development strategy of the units in accordance with the development strategy of the university and their own annual specific action plan.

Annually, the university and the units evaluate the implementation and adjust the Strategy (if necessary) in accordance with the actual situation.
