On June 23, 2025, Prof. habil. Vu Hoang Linh, Chairman of the University Council of VNU University of Science – Vietnam National University, Hanoi (VNU), signed the resolutions on the reappointment of Assoc. Prof. Dr. Ngac An Bang and the appointment of Assoc. Prof. Dr. Tran Manh Cuong as Vice Rectors of the University for the 2025–2030 term.
Specifically, according to Resolution No. 08/NQ-ĐHKHTN-HĐT just signed by the Chairman of the University Council, Assoc. Prof. Dr. Ngac An Bang was reappointed as Vice Rector for the 2025–2030 term. Under Resolution No. 09/NQ-ĐHKHTN-HĐT, Assoc. Prof. Dr. Tran Manh Cuong, currently Head of the Office of Personnel and Administration, was appointed as Vice Rector of the University for the same term. These resolutions take effect from the date of signing. Previously, on June 18, 2025, the University held a “Conference of key officials to gather votes of confidence for the appointment and reappointment of Vice Rectors for the 2025–2030 term.”

At the conference, Assoc. Prof. Dr. Ngac An Bang, current Vice Rector, presented a self-assessment report on his performance during the 2020–2025 term and outlined his proposed work plan for the 2025–2030 term. Assoc. Prof. Dr. Tran Manh Cuong also presented his proposed work plan for the upcoming term. The conference included discussions and feedback on the proposed plans and concluded with a vote of confidence for both candidates. Assoc. Prof. Dr. Ngac An Bang is a physicist with a specialization in solid-state physics. He studied solid-state physics at the Faculty of Physics, Hanoi University (now VNU University of Science), and formerly worked as a researcher at the Institute of Materials Science, Vietnam Academy of Science and Technology. He later pursued graduate studies at the University of Siegen, Germany, where he was awarded a Ph.D. in Physics in 2003. He was granted the title of Associate Professor in Physics in 2018. He has been a lecturer in General Physics at the Faculty of Physics, VNU University of Science, since 2003. In November 2012, he was appointed Dean of the Faculty of Physics. In June 2020, he was appointed Vice Rector of the University. During his 2020–2025 term, he supported the Rector in overseeing key areas such as Inspection, Legal Affairs and Quality Assurance, Administration and External Relations, Cooperation and Development, Planning and Finance, and Infrastructure. With his vision, intellect, and dedication, he effectively led these domains, ensuring systematic operations and significant achievements. Assoc. Assoc. Prof. Dr. Tran Manh Cuong is a mathematician specializing in probability and statistics. He graduated with a degree in Applied Mathematics and Informatics from the Faculty of Mathematics – Mechanics – Informatics, VNU University of Science in 1999. He earned a Master’s degree in 2003 and successfully defended his doctoral dissertation in Probability Theory and Mathematical Statistics in 2011 at VNU University of Science. He was awarded the academic title of Associate Professor in Mathematics in 2024. Since February 2000, he has been a faculty member of the Faculty of Mathematics – Mechanics – Informatics at VNU University of Science. He has held numerous leadership roles, including: Secretary of the Youth Union of the Faculty (2005–2007), Deputy Secretary of the Party Cell (2006–2014), Deputy Head of the Probability and Statistics Division (2006–2014), Deputy Head of the Office of Political and Student Affairs (2014–2016). He served as Deputy Dean of the Faculty (2016), then Dean (2019). In May 2020, he was appointed Head of the Office of Personnel; in June 2021, he became Head of the Office of Personnel and Administration. He has also served as Deputy Secretary of the University Party Committee and Head of the Organization Committee since July 2020.
